Termination of Southeast Asia Resolution. Report of the Senate Foreign Relations Committee, May 15, 1970, recommending repeal of the Tonkin Gulf Resolution. 24 pp. Most of the document is an appendix giving the texts of ten other resolutions, mostly dealing the peace in Southeast Asia, and Department of State comments on each. Legislative Proposals Relating to the War in Southeast Asia. Hearings of the Senate Foreign Relations Committee, April 20 to May 27, 1971. vii + 726 + xii pp. The most important of the legislative proposals under consideration was the Vietnam Disengagement Act, which would have called for a withdrawal of American military forces from Vietnam by the end of 1971. The witnesses included John Kerry of VVAW, in the testimony that made him famous (pp. 180-210); retired Marine General David M. Shoup (pp. 485-501); W. Averell Harriman (pp. 501-520); Gerald Hickey, Robert Shaplen, and Don Luce (pp. 425-484); Under Secretary of State John N. Irwin II, with Deputy Assistant Secretary of State for East Asian and Pacific Affairs William H. Sullivan (pp. 263-316); and Herbert R. Rainwater, Commander in Chief of the VFW (pp. 636-682). Many senators also appeared as witnesses, including Democrats George McGovern, Vance Hartke, Adlai E. Stevenson III, Walter Mondale, and Thomas Eagleton; and Republicans Mark Hatfield, Jacob Javits, Jack Miller, and William Saxbe. Hearings of the House Committee on Foreign Affairs, May 16, 18, 23; June 1, 1972. iii, 145 pp. Hearings on a resolution submitted by the Democratic members of the committee, calling for a complete withdrawal of US military forces from the Indochina War as of October 1, 1972, on conditions that they be permitted safe withdrawal, that POWs be released, and that there be a full accounting for MIAs. Termination of Hostilities in Indochina. Report of the House Committee on Foreign Affairs, August 3, 1972. 13 pp. The committee endorsed, by a very narrow margin, H.J. Res. 1225, which said that within four months after a cease-fire, return of POWs, and accounting for MIAs, all U.S. forces would be withdrawn from Vietnam.
